In 2006 was proclaimed in Uruguay Law 18,059, which recognizes and institutionalizes December 3 National Day of Candombe, Afro Uruguayan Culture and Racial Equality.
In October 2009, UNESCO declared the Candombe Intangible Cultural Heritage of Humanity.

, Ambassador Permanent Delegate of Uruguay to UNESCO, opened the celebration with a welcome speech paying tribute to law 18,059, passing his hand to Mr Ariel Sergio Ortuño President Triangulación Kultural invited to this event by UNESCO. RM Ortuño, after an introduction on the socio-cultural expression afrouruguayenne Candombe, presented the policy and cultural and educational activities developed by TK.
Subsequently, Ms. Alejandra de Bellis, counselor at the Embassy, \u200b\u200bwe were informed of the latest advances in Uruguay on issues of racial discrimination. Then came the turn of Ms Cecilia Duvelle, head of UNESCO to present the process, the concept, and the political challenge of declaring a culture Intangible Cultural Heritage of Humanity, in a world where globalization is blurring cultural identities national; monitor the assistance of Mr. Santiago Wins of Uruguay Deputy Delegate to UNESCO.

Mr. Jorge Lepra Ambassador, Permanent Delegate of Uruguay to UNESCO opened the celebration with a welcome speech by paying tribute to the 18,059 law, then gave the floor to Mr. Sergio Ariel Ortuño President Kultural Triangulation (TK) invited to this event by UNESCO. Mr. Ortuño, following a introduction to the socio-cultural expressions of the Afro-Uruguayan Candombe, presented the policy and cultural and educational activities developed by the TK. Then, Ms. Alejandra de Bellis, Counsellor of the Embassy, \u200b\u200breported on recent developments in Uruguay in the fight against racial discrimination. Then, Ms. Cécile Duvelle, Senior Programme Officer at UNESCO PCI explained the process, the concept, and political and ethical criteria to declare a culture as Intangible Cultural Heritage of Humanity, in a world where globalization is to erase the national cultural identities, to benefit the (s) culture (s) hegemon (s). The intervention of Mr. Santiago Wins pointed out the actions of the Uruguayan delegation to UNESCO, within the Slave Route program. Finally, the association Andumba present their activities and cultural and educational policies, through their representatives: Mr Emmanuel Brun (Andumba Project Coordinator) and Mr Leo Melo. The latter announced the programming of the Festival K 'Ndombe in Paris, which will take place on 19 and 20 December in 13 districts and 10 of the capital.
