The implementation of the triangulation kultural - URUGUAY through a CSO (civil society organization ) comes from considering the objectives stated in its legal installation of the first cultural center in the department of Canelones. Afro-Uruguayan community was formed in the early stages of Uruguay from the presence of enslaved Africans. Many of its members were already present at the founding of the city of Cologne, 1680 or the city of Montevideo in 1726.
